Description of the bug

I think there are errors in the attribute f_shift and f_matrix of class F22017 to F192017 in cec2017.py.
The F2 function is removed from the cec2017 test set, so class F22017 in CEC2017.py should correspond to the F3 function in the cec2017 test set, so f_shift should be shift_data_3 and f_matrix should be M_3_D.
Please forgive me for my poor English. I don't know if my understanding is correct, so I hope to get your reply.

Steps To Reproduce

Class F22017 to F192017 in cec2017.py.
