Images are missing in epubs generated with Pandoc

Expected Behavior

When building an EPUB file with Pandoc software library (rather than Quire's default epub.js library), the resulting file should include all the necessary image files.

Actual Behavior

The EPUB file is created but is missing all the images.

Steps to Reproduce

1. Install Pandoc
2. In a new project, run quire build && quire epub --lib pandoc
3. Open the resulting pandoc.epub file in any EPUB reader, or run it through epubcheck, or unzip it and manually inspect it to confirm that the images are missing

Just a note because I'm putting a pin in this and will come back to it later, changing the image paths in the xml to be prefixed with the _epub directory fixes the issue, but I haven't found a pandoc option that allows me to specify that this is the root directory to look for images in. I have tried --data-dir and -resource-path with absolute and relative paths to the _epub directory.

If there isn't a way to use pandoc with the output generated by the build command, we may need to specify (in a config?) which epub library is going to be used prior to building and generate the output for that library, rather than allowing the user to generate an ePub with either library after building, or provide a way to re-build as part of the epub command if the output isn't in the form expected by the library.
