Scrub Bar Improvements

Hovering over the scrubber bar on the player does not move the scrubber, there is no indication to the user that by clicking, the will skip to that part of the podcast.

Task

• Add a visual cue that hovering over the player bar and clicking will skip to that part of the podcast
• Fix "snapping" behavior on the player bar
