Try crawling the latest GeoJSON data with update sapnhap.bando site

The https://sapnhap.bando.com.vn/ website has just updated the UI interface again.
I quickly compare the GeoJSON response from some province/ward (exact match by geo lat/lng digits), and see the data has changed.

So it's better to crawl the GeoJSON data again.

Data crawling from PR #143 has been completed, however the new GeoJSON data from Sapnhap Bando appears to be corrupted for An Giang province — an issue that was never observed before. See: #143 (comment)
Due to this, the reliability of the new GIS data from Sapnhap Bando is questionable. As a result, the project will continue to use the previously captured GIS data from Sapnhap Bando, taken before their site content changed.
We will revisit this decision once a proper comparison between the existing GIS data and the new source is completed and both are confirmed to be equivalent.

Two ward data from the new sapnhap bando dataset has corrupted bbox response

  - vn_ds_province_code: 01 (Hà Nội)
  - vn_ds_ward_code: 10030
  - Corrupted bbox_wkt: POLYGON((-1.000000 -1.000000, -1.000000 20.955745, 105.677417 20.955745, 105.677417 -1.000000, -1.000000 -1.000000))
  - Issue: Has -1.000000 -1.000000 as minimum coordinates (should be around 105.59, 20.88)

Strategy

• Use the new GIS dataset from sapnhap bando for GIS table
• Use the previous GIS data of An Giang for replacement
• Refine the bbox, fix incorrect bbox data for Kieu Phu ward (xa49) and Phu Nghia ward (xa70)
