[Feature Request] Update to OpenTelemetry 0.27

Right now we're at 0.26 which depends on a commit hash of opentelemetry-prometheus because there is no 0.26 of that crate. But now there is 0.27 of it, so hopefully we can update to 0.27 across the board. There are multiple incompatible changes to OTel that may have to be worked through.
