Properly replace arrow/hand cursor in XULRunner build instead of sloppy CSS hacks

It would be nice to properly implement a "hand" cursor to show when the cursor is over a hotspot. In order to do this, we need to replace all the CSS cursor hacks with a proper implementation in XULRunner.
