Add MIDS level to the MIDS information elements csv

Add MIDS level to the MIDS information elements csv (2nd column after namespace) - “MIDSLevel_localName”

Added MIDS level but also transformed it into a tsv file and did the following edits.

Add files via upload
Modified the .csv file
Removed examples
Transformed tdwgutility to requiredBy with pipe delimiters
Retained tdwgutility_repeatable
Removed term_status
Removed tdwgutility
Removed
Added MIDSLevel_localName
Saved as tab delimited (txt) file and edited file extension to .tsv

Class - change to Property
Pipe delimiters - no spaces
