per WG resolution today, update SotD to indicate NOTE track etc.

I'd like to resolve most issues for the NOTE. Please comment below with specific issues you'd like to see resolved for the NOTE.

For example, I want to see #32 resolved for the NOTE.

Decided against #32 for now.

Working on #9 and #15 which I think should do it (besides the NOTE boilerplate).

Pretty sure the index-wd-src.html is ready as a NOTE but I am unable to save it in static HTML form to check with specberus and publish with echidna because the "Save as HTML" item is missing from the Respec menu here: http://ptd.spec.indieweb.org/index-wd-src.html

Issue filed: https://github.com/w3c/respec/issues/1450 and now blocked on that.

Was due to some browser add-on interaction. Used a clean FF Nightly install to prepare the NOTE which is now published: https://www.w3.org/TR/2018/NOTE-post-type-discovery-20180118/
