Update branding bar to fix mixed content warning in Chrome #505
Description
Scout is currently sporting a mixed content warning in Chrome, now that Chrome is flagging secure sites that submit to insecure forms.
The problem is in the branding bar include that Scout links to. I've filed a fix for this in the branding-bar repo: sunlightlabs/branding-bar#15
