Add a Stellar Wave issue label description to CONTRIBUTING.md

Contributors arriving from Drips Wave do not know what the Stellar Wave label means or how it affects how they should approach an issue. Add a clear section to CONTRIBUTING.md explaining what the label means, that issues with it carry Point rewards, that contributors must apply via Drips Wave before starting work, and that the PR must be merged before the Wave ends for points to be awarded.

Acceptance Criteria: CONTRIBUTING.md has a dedicated "Stellar Wave Issues" section covering all four points above. The section is easy to find — either near the top or clearly linked from the table of contents.
