Interactive Consistency For Agg Committee

Context:

• Pre-consensus liveness vs. completion problem in the aggregator committee duty.

It seems to me that such problem maps well to the Interactive Consistency problem, presented in the Reaching Agreement in the Presence of Faults paper.
As I imagine, the pre-consensus and consensus phases would be merged in such protocol, and the output should be the complete set of selected aggregators along with their beacon objects.
