Giscus is a GitHub App that implements a comment system on top of GitHub discussions. It appears that somebody has liked the post, but the discussion was not yet created, which is why the Giscus bot created it. It's not tied to the post date of the blog article at hand. You can see this very conversation when you scroll to the end of the blog article.
