feat: Add filters to AI model list: Not Free and pruning the list for no providers

Two changes to the AI models selection screen

1. Need to include another check box for Not Free. Meaning this will filter our the Free models.
2. If the API has a way to report if there are any providers that are active, then show on the list else hide - examples: gpt-oss:20b (free) and gpt-oss:120b (free)
