Fixing inconsistencies in GMAG ASCII themisdata directories

The GMAG ASCII directories include month subdirectories for some sites, and don't for others (with files located under the site/year directory). GMAG ASCII data needs to be saved under the site/year directory; to accomplish this:

• Determine which networks/sites include month subdirectories in their "/disks/themisdata/thg/ascii_data/mag/site/year" directories.
• Adjust the corresponding ascii production script to save files in the appropriate "/disks/themisdata/thg/ascii_data/mag/site/year" directories.
• Move txt files from the month subdirectories to their corresponding year directories.

The instance for inuv was a single directory (08 in 2018), which only contains 4 files, makes me think its presence is an accident. I've moved the files to the main directory, since those files were newer than the ones which were previously in the directory.

The AUTUMN/AUTUMNX, AARI, STEP are no longer receiving data, so we could safely just move the files in the month directories into the corresponding year directories.

Active networks which need updating are just Intermagnet (NRCan and SGU) and USGS. They should originate from the processing script, so I'll need to:

• Update where Intermagnet processing script saves ASCII products
• Commit changes to svn
• Move to production
• Move Intermagnet ASCII data files to the appropriate "year" directory
• Update where USGS processing script saves ASCII products
• Commit changes to svn
• Move to production
• Move USGS ASCII data files to the appropriate "year" directory
• Move AUTUMN/AUTUMNX, AARI, STEP ASCII data files to the appropriate "year" directory
