allow setting the quota for a workspace

currently in the workspace resource the quota section is hard coded to 0 for cpu and ram. while at the per NS level this works, we want to define a default and as we are using regex based namespace membership in this case, we cant set the quota on those namespaces and only the defaults would work which currently cant be set
