Enable Level 1 processing for DHS data

As part of an attempt to provide a baseline calibrated product for DHS data in Cycle 4, this ticket will track Cal development to ensure reasonable output from the Detector1Pipeline for DHS data.

This will involve testing each step to ensure algorithms "play nicely" with the atypical readout modes, testing a subarray cutout method to create DHS reference models from a full frame model fetched from CRDS, and determining any necessary updates to datamodels to support the new data.

NIRCam has determined that the refpix step will be skipped to start; other steps should be tested.
