Associations work for JSOCINT-282 Moving Target Shadow Observations

Issue JP-3893 was created on JIRA by Katie Kaleida:

Determine if there is any associations work needed for proper background subtraction for moving target shadow programs.

I don't know when we'll get test data, but we can inquire and let you know.

OTB test data will be taken once I&T has PPS 17.3/SOC 7.3, which we expect in ~April 2025.  One that data is available, this JP-3893 ticket can be worked, to see if any changes are needed to the associations rules.

There are also plans in the works to take on-board data.  The date that data will be taken is TBD.
