Drizzlepac: Create the 3.9.1 release

Issue HLA-1420 was created on JIRA by Michele De La Pena:

The Drizzlepac 3.9.1 release needs to be created.  It is based on the 3.9.0x branch and NOT main.  The release will consist ONLY of the Photutils deprecation improvements, as well as potentially any Drizzlepac infrastructure changes (e.g., CI or PyTests) which are deemed necessary.
