bug: http://localhost:19898 responds with "not found" message

I am a new user. I did the QuickStart Tutorial, step by step. Cloned from github. (Not Docker install).
Chose CLI for setup, the bot did not ask me for telegram setup.

Now trying to connect to the UI, I get "not found" message. see screen-shot.

Am I doing something wrong? If so, the documentation should be more clean here on what to do...
