#704 is not a huge improvement. The fact VSCode was showing the runtimes doesn't mean they existed in the background. This was purely a stale UI issue and eliminating it didn't have much impact.

I looked into this issue in the past but haven't noticed this behavior. So it is likely some other improvements that we made along the way addressed that, or that it perhaps only happens in some concrete settings.
