Syscalls broken on MS Windows

Perhaps the entire iolib/syscalls should be conditional, or made to work on Windows. Or at least have a warning if it can't be compiled. Or, better, make it work in a MSYS2 or Cygwin environment.

IOlib doesn't work on Windows and never did. I added some conditionals when I was writing it, because it made sense and to make life easier for whoever would work on a Windows port. That never happened.
