When rebooting a system, the puppet_agent.timer unit does not automatically start. A manual run of the puppet agent is needed to get resume activity. Adding an [Install] section to the timer unit will reactivate the timer when the system boots up.

#187 fixes the issue, but we need to add beaker tests for this condition to ensure it stays fixed.
