Let's make the welcome component UI framework independent.

This will improve downstream UX + make the core more flexible

• make https://github.com/sidebase/core/blob/main/components/TheWelcome.vue naive ui independent -> use pure CSS only
• remove naive ui dependency from project
• release 0.1.3
• bump to 0.1.3 in sidebase and other places
