Inline TODO at R/ct_lists_all.R:1 — migrate from custom httr2 implementation to generic_request() template and promote lifecycle to stable after testing.

Tasks

• Refactor ct_lists_all() to use generic_request()
• Verify all endpoints work with new template
• Update VCR cassettes
• Promote lifecycle from experimental to stable
