Issue ratings

I came up with a new rating system for issues:

Importance/difficulty

On a scale of 1 to 10.

So for example, 1/1 means least importance, least difficulty. 10/10 means very important, but very difficult. This gives an overall figure of the order in which issues will be retired. For example, 1/10 means its not important, but very difficult, so likely last on the list of things to do. By contrast, 10/1 means very important, but also very easy, so this would be high on the list of things to do.

The ratings are at the end of each issue title that is resolvable.
