[TECH DEBT] Drop Arch Linux from Salt CI/CD and Support/Install Documentation

Summary

Arch Linux will be dropped from:

• Salt Project CI/CD
• Salt Project supported operating systems (current ongoing issue work tracked here: https://gitlab.com/saltstack/open/docs/salt-install-guide/-/issues/89 )

Background

Arch Linux will be dropped by Salt Project because:

• No Salt Project Core Devs use Arch Linux, increasing maintainership burden of a small team
• Fedora helps provide the bleeding edge insight that the Salt Project team needs in order to prepare Salt for future updates
• Salt Project doesn't currently package the Salt Project Arch Linux distribution, as it is maintained by community members. We only use Arch Linux in CI/CD
• Removing Arch Linux from CI/CD will reduce infra cost

Latest golden images currently have Arch Linux removed due to PR:
