Upgrading Windows Minion from 2016.11.3 to 2017.7.2 fails

Hi,

I tried on many minions, all Windows Server 2012R2 2016.11.3.
Every installation deleted some files, installed some files (not all the files) and quited.
The salt service entered to a "Pause" status (probably becuase it was the time to switch the service file) and the job stopped instead of running on the Background.

I use the winrepo-ng sls intallation from github.

Please help me, im stuck :(

my master is ubuntu 16.04, master version 2017.7.2
