Relax bounds on .mean_axis()

This removes the `LinalgScalar` bound on the element type for
`.mean_axis()`. This transitively removes the following unnecessary
bounds:

* `'static`
* `Copy`
* `Sub<Output=A>`
* `Mul<Output=A>`
