I wanted to compile a list where custom lints were requested before. This may give us a feeling for what the community is requesting:

Technically not a request for custom lints, but https://github.com/trailofbits/dylint is Prior Art as an implementation for writing your own lints.

Ada 1995 (no follow up versions though) had a language spec for processing ada source code programmatically.
