Mentioned in a Zulip triage T-compiler meeting.

Happens rarely but sometimes we miss backport nomination because a PR does not have a T-* label (the meeting agenda generator filters by T-compiler && *-nominated).

I could investigate automating adding a T-* when a PR is nominated for a backport.
