I tried in a clean ubuntu docker container. Root installed python3 and pip. As non-root user, I set up vundle and add the plugin.
On opening a .f90 file with vim as non-root user, I get the message about installing python dependencies. If selecting yes, I get the errors for each one

It seems to be default now that use of pip is discouraged and disabled https://stackoverflow.com/questions/75608323/how-do-i-solve-error-externally-managed-environment-every-time-i-use-pip-3 . I have the same situation on my personal laptop and university network.
Of course, I can change the setting to 3 in vimrc as hinted and not get these functionalities. Just letting you know that this might not be working for many users, maybe we can have an alternative install route.
