Chrome debugging port not open using PC with proxy settings

This happens every time while using the package in RStudio on PC with proxy settings but works well if otherwise. I have done some googling but none of the findings resolves the problem. Please what is the best way to configure chromote in RStudio to use an HTTP or HTTPS Proxy?

I have a similar problem since I configured the environment variables HTTP_PROXY and HTTPS_PROXY.
