Bump aws-lc-sys to 0.40.0 and rand to 0.9.4 to fix security advisories
Fixes GitHub Dependabot alerts #10, #11 (aws-lc-sys CRL scope check logic error and X.509 name constraints bypass via wildcard/unicode CN) and #17 (rand unsound with custom logger using rand::rng()).
