Lockout should not continue to increment count when viewing the same test multiple times

I don't think this has come up too often, so I don't think this is a high 
priority. It might also be a bit of a pain to fix properly, so just keeping 
this open as something to keep in mind if we change how the test case access 
checks are handled.
