So they are two independent projects with similar features?

Correct. There are many different potential approaches to packaging sqlite for JS and WASM, and these two projects do it in different ways and have different goals.

Disclosure: i'm the maintainer of sqlite.org's wasm effort. The sqlite/sqlite-wasm project here on github is a community-maintained npm distribution of that project. i follow wa-sqlite closely because, frankly, Roy (wa-sqlite's author) is better at this stuff than i am!
