Create a README.adoc file in the new pl-imageio repo in the rh-impact Github organization created in an earlier task to document in asciidoc the overview and parameters that can be used to perform imageio operations for the ChRIS project.

One clarification: the title of the issue mentions graphicsmagick, the description to the pl-imageio repo, but it is assigned to the ocr_tool group.

Shouldn't this read "Document how OCR tool can help..." and reference the pl-ocr_tool repo?
