Log and display abandoned dependency list

After #34128 is completed, we should then present the results to users. These features should apply only if any isAbandoned=true fields are present - otherwise display nothing.

First step is a debug log message which lists the abandoned packages, including their lastReleaseTimestamp.

Additionally, a new warning can be added to the Dependency Dashboard similar to what we have for Deprecated packages. This warning should have a "Learn more" link and we create a new page dedicated to abandoned package logic and what to do if you disagree.
