fix feedstock meta.yaml and setup.py

• Remove scopatz in links (replace with regro)
• Put license in spx format
• Update python versions >=3.7 to >=3.10

We can't change the license without permission from Anthony Scopatz. It would be good to get that permission, but let's not do it on this release.

The python version update taken care of by the cookiecut.

@tinatn29 let's just check where scopatz is referred to (setup.py is gone, but he may be in meta.yaml) and decide how to handle that.
