Create a docker script that runs a local regen testnet. A developer should be able to run docker-compose up regen to build and start a local regen test network that will work with the api-demo when "Regen Local" is selected.

@mhagel when you have some time could you write up a bit more info about the goals for this task and what the desired set up is? i just want to make sure i understand what we need here and don't want to expand the task into too much of a project.

I updated the title and added a summary. A bit different than what the original focus was (i.e. "for tests on CI") but a good first step if we later decide we still want some sort of CI test setup but no longer relevant at the moment after migration to telescope.
