Topic leadership balance

the cluster has 3 nodes, in the case, a topic has 3 partitions and 3 replication, ideally, the leaders of each partition should be distributed on 3 nodes, but sometimes, the leaders are distributed on one node or 2 nodes, for example a node is down and then online.

This can lead to unbalanced the server load.
If the leaders are distributed on one node, this server will carry all the network traffic.

Can you verify that the leader balancer is enabled? And if so what Redpanda version are you using and what is the value of the leader_balancer_mode property?

@NemoZR - this is true w/ the enterprise edition. we have 5 auto rebalancers - think cruise control but embedded in redpanda itself.

some of the balancers are in the free edition - i thin kthe partition-leadership is in the free edition, the docs should be up to date. let us know if you turn the leadership balancer like ballard mentioned
