Remove wrapper / "manager" contracts from localnet script

We need to update recall-contracts to commit ad096f2.

We no longer use the wrapper contracts and have fully migrated to the facades. The wrapper contracts have been deleted via recallnet/contracts#109 and no longer exist, so they should be removed entirely.
