ffmpeg fails to automatically install on Windows Server 2019

Describe the bug
When starting Recipya on my Windows Server 2019 machine, ffmpeg fails to automatically install.

Unfortunately there is no additional information in the Recipeya log file about why the automatic installation is failing.

To Reproduce

1. Run "recipeya.exe serve" command
2. Observe command prompt window

Expected behavior
ffmpeg is correctly installed by Recipeya

• Version: 1.3 (May 24 nightly)

Without Winget, the installation doesn't run automatically on Windows, and I'm not sure how else to automate it.
