Description

I would like to make sure we re-pick this PR on the release branch:

• Fix Dimensions window values on Android < 15 react/react-native#47554

This pick was originally merged, but got reverted (also on the release branch), due to an internal infrastructure failure. Now due to other SEVs, the reland is getting delayed but should arrive on Monday next week.
