Small Group attendance verification percentage #170
Description
Currently the % chance a submitted attendance will require verification is a field on each meeting record (with a default of 0.25).
As a result of some small groups cheating/sending codes to each other, we must add a field to SmallGroup that if set will override the percentage for students in that small group.
