when dragging tags onto a page tree item the item should highlight.

Currently the action of dropping the tag is highlighted, but the area is very small.
Optimally the highlighting should apply to the whole element.

And: the root element:hover state doesn't work properly, when another page is selected.

This is still an issue as we have seen. Dropping tags doesn't highlight the effected page tree item.
