Actual Behavior

When installing Rancher Desktop, the dialog after selecting the installation scope (per-user or per-machine) is missing the text.

Steps to Reproduce

  1. Start the Rancher Desktop installer
  2. When arriving at the scope dialog, select either per-user or per-machine (both exhibit the error).
  3. The next dialog is missing any text.

Expected Behavior

There should be some descriptive text:

Text="!(loc.VerifyReadyDlgInstallText)">

The text is expected to come from:
https://github.com/wixtoolset/wix3/blob/b40e9a32c24033e11b77baf2c91a704382f898ed/src/ext/UIExtension/wixlib/WixUI_en-us.wxl#L228
