OneTrust Cookie banner doesn't go away

It seems like the OneTrust cookie banner loads on every page, even if the user has previously accepted the cookies.

Steps to reproduce:

• Click on any of the ?◌⃝ buttons in-app to show the help page (in this case, Microsoft Edge on Windows 11)
• View cookie preferences, make some selections, and accept.
• Click on a ?◌⃝ again in-app to show the help page

Expected results:
Since I've already made selections, the cookie banner should not be visible.

Actual results:
The cookie banner shows again (and if I've previously turned off anything, they're back on).

Confirmed on Windows with Edge. The banner fades away, but comes back automatically.

I've never seen the banner on macOS with Safari. Deleted all website data, and it still doesn't show. Don't see it with Chrome either, but I'm not sure how I can selectively delete website data and cookies just for the rancherdesktop.io domain.
