Explorer - PSI/J: session related issues

1. After edge service started and the PSI/J plugin is executed - new PSI/J session is created and it is not reset if Edge will go down and then up, thus new attempts to submit job fail (with reference to the initial session)

2. Job Monitor does not update the state of the PSI/J job, it has only submission record
