RAAS: Build Service API

Build and expose a new API for ROSE that enables users to interact with it as a service.

The goal is to:

1- Develop the core components of the service requirements, such as workflow statuses, progress, results, etc.
2- A CLI service endpoint that allows the user to interact with and monitor ROSE workflow(s).
3- Use 1 and 2 to hook RADICAL-Edge persistent service to the developed components above.
