In memory data exchange within and across learners

ROSE will leverage the Dragon execution backend of AsyncFlow (under development) to leverage the capabilities of performing cross-node shared memory data transfer across learners and within a single learner.

This work was tested with Fanbo's use case, and it worked on a local cluster. We are testing it on HPC now.
